Westfield Energy Resources is gearing up for its inaugural offshore project in India, having secured a role as the pipeline transportation & installation sub-contractor for an ONGC (Oil and Natural Gas Corporation) project.
In this capacity, Westfield will collaborate with Mazagon Dock Shipbuilders, a Mumbai-based leader in warship and submarine construction, which won the ONGC contract to partially replace aging subsea pipelines in the western offshore region. Westfield's responsibilities extend beyond pipeline installation to include pre-engineering dive surveys. On February 9, 2024, Mazagaon Dock issued a purchase order to Indian Entity of Westfield Energy for the subcontract.
This development follows ONGC’s issuance of a Letter of Award (LoA) to Mazagon on December 7, 2023, for the Engineering, Procurement, and Construction (EPC) assignment, following Mazagon's successful bid. Under the subcontract agreement, Westfield will be responsible for replacing 19 pipeline segments, as specified in the LoA from ONGC.
The pipeline segments, which span a total of 45 kilometres, vary in length and diameter and are located in the Mumbai High and Neelam-Heera fields, at water depths ranging from 45 to 85 meters. While Mazagon will handle engineering and procurement of the pipes, Westfield’s scope includes installing four 2-kilometer segments of 16-inch diameter pipelines, and an additional 15 segments covering 37 kilometres with diameters of 6, 8, 10, 12, and 14 inches.
Along with pipeline installation, Westfield will also be tasked with installing pipeline crossings, subsea repair units, and carrying out free-span corrections to stabilize the pipelines on uneven seabeds. For this endeavor, Westfield plans to mobilize its pipelay barge DLB Kenenna by Q3 2024.
Further underscoring our commitment to expanding our offshore capabilities, Westfield signed a Memorandum of Understanding (MoU) on June 6, 2023, in Singapore with Indonesia's PT Gunanusa Utama Fabricators and Mumbai-based Carlton Industrial Engineers. This strategic partnership aims to form a joint venture targeting future offshore contracts from Oil India and ONGC.
The fast-tracked ONGC project, which involves replacing aging subsea pipelines in the western offshore, attracted bids on November 29, 2023, following a delayed submission deadline. ONGC invited tenders from only two contractors, L&T and Mazagon, both of whom were selected for their expertise in executing such complex projects. Prior to submitting its bid, Mazagon partnered with Westfield, recognizing Westfield’s strength in offshore pipeline installation.
